OSSProxy.exe is the program file from NetSetter (MarketScore). It is a proxy service which claims to increase the speed of your internet connection. It runs at startup to ensure all your web connections are routed through NetSetter's proxies.
Following information from symantec.com:
When Spyware.Marketscore is installed on a computer, it starts a proxy service. Once this service runs, all the Internet connections will be routed through the Marketscore's proxy (OSSProxy). The publisher claims to improve the speed of the Internet connection by using OSSProxy. However, because all of your Internet connections will go through the Marketscore's proxy, and your Internet usage information may be logged and submitted to Marketscore's customer companies, this could create security risks.
